10-Year Housing and Homelessness Plan refresh - next steps

With your feedback the HHLT has confirmed that there’s broad alignment across the sector for the big picture goals that guide the 10-Year Housing and Homelessness Plan. The HHLT will continue working over the summer and will connect with you again in the fall to drill drown into the details.

Confirming alignment – common themes 

Sectors recognize the themes but want more specificity. Many said the themes broadly reflect their work but need clearer roles, expectations, and actions. Alignment would improve if every organization saw themselves as co-owner, not just a contributor.

There’s a strong call for clearer, inclusive definitions of “affordable housing,” “suitable housing,” and “success.” Definitions must reflect diverse realities, especially for Indigenous groups and survivors.

Participants also want ongoing, honest dialogue and feedback loops, with regular sector touchpoints and clear communication from the City about how feedback shapes decisions.

City of Ottawa Housing Needs Assessment

Over the past several months the City has been working on the 2024 Housing Needs Assessment. The Housing Needs Assessment report includes qualitative and quantitative data that describes the current and projected housing needs of our city. It is a data-informed report that helps the City, its partners, and the public understand current and future housing pressures in Ottawa. The HNA supports long-term planning by identifying where needs are changing, where gaps may exist, and how future conditions could shape demand for different types of housing.

Last month, Community Social Services Department staff, alongside a consultant from HelpSeeker Technologies presented the Housing Needs Assessment to Members of Council.

City of Ottawa 2024 10-Year Plan Progress Report

The 2024 Progress Report on the 10-Year Housing and Homelessness Plan 2020-2030 is now available. 

Working together, in 2024: 

  • Over 1,000 households were housed from the Centralized Wait List 
  • 215 unsheltered individuals secured housing 
  • 398 households were supported through the Housing First program 
  • 996 low-income households received new housing benefits 
  • 318 new affordable and 75 supportive housing units were completed 
  • 815 affordable and 112 supportive housing units were under construction at year-end
